For full disclaimer, I use a VPN because 1. awful matchmaking, 2. My wifi restricts it.
I'm currently checking online, and multiple people have said varying answers.
What I'd like to know is what is the general consensus?
Are VPNs allowed, and if so, how lenient can they be?
Because they've also stated that macros, while against the rules, you can use if it's used as an assistance tool, and doesn't provide an incredibly egregious advantage.
So my mindset is under that VPNs can provide various useful benefits such as avoiding DDOS attacks because of high influence people, people living in regions with poor matchmaking, or even just being unable to play due to an external restriction.

It should be noted that Bungie hides your IP from others when playing the game, so using a VPN for DDoS protection isn't necessary anymore for Destiny 2.
