It looks like there's an issue where the Enhanced version of Precision Instrument when crafting Omniscient Eye is unavailable, being replaced by just the normal version. The price for putting it on is the same as for an Ehanced perk, but I don't believe that it's acting as it should in gameplay. Visually, it seems to be registering as a normal perk and is preventing the weapon from obtaining its gold Masterwork border.
