I think the Issue with Oscillation is not that it exists but that it is static towards certain weapon types.

The modifier would be MUCH LESS hated if there wouldn't be specific weapon restrictions tied to it. Let me explain. The modifier by its design is meant to make you swap guns constantly, right? That itself is not as bad, it is actually a good idea. However, as you surely know, it works only on specific guns. So, imagine for a moment Oscillation would work for every gun type, not just a few while in rotation. Let's say I use an Auto Rifle, Fusion Rifle and a Machine Gun. I make kills with my Auto Rifle and it turns weaker. Instead my Fusion Rifle and Machine Gun becomes stronger. Meanwhile the player next to me runs a Hand Cannon, a Sniper Rifle and a Grenade Launcher. That player makes kills with the Hand Cannon, which then gets weaker, while the Sniper Rifle and Grenade Launcher gets stronger. The issue in my eyes is not that this modifier forces players to regularly swap to their other guns to benefit from the damage buff. In my eyes the issue is that the modifier forces you, as a player, to play specific weapon types you perhaps don't even like or want to play. The Line between encouraging the player to play different weapon types and making them forced to do so is very thin. And this modifier heavily leans towards the later one. But Bungie also wants us to try different gun types too. So let me offer following change of definition for the Modifer description:
Dealing damage with a Weapon gradually reduces the damage while increasing the damage of Holstered Weapons, and vice verse. Scout Rifles, Pulse Rifles and Grenade Launchers, Submachine Guns and Shotguns benefit more from damage buffs than other weapon types.
This way your favorite guns can be used with this modifier, without feeling like a handicap, while alongside keeping the goal to try out other gun types regularly. And each Season/Episode Bungie could shift the selection of "more benefiting" weapon types to their goals in the sandbox. That's all I have to say.
