Code of Conduct is Pure Logic

I've just read a topic where a guy asked for a YouTube channel, to unmask cheaters, which made me think. So why can't you expose someone cheating in a videogame on YouTube, but you can record random people on street in real-life and put them on the internet? I don't see any logic here. Can someone please explain this?

    Well the law and Bungie’s corporate policy are separate things. They don’t want to get hit with a harassment law suit probably. People get very angry online, at things that don’t involve them too. They also don’t want to get laughed at for a hilariously bad anticheat,
