I'm a returning D2 player and I have some thoughts on my experience that I feel relates to D2's low engagement.
There is a ton of existing content I have yet to play. Most players I encounter are veterans who do not want to play with someone learning a dungeon or raid. New players are often berated or kicked off fireteams for making mistakes. This is very discouraging and ultimately hurts D2.
A very positive experience I had recently is two players talking me through Vesper's Host. They were awesome and I feel like I could help others newbies because of them. I think they should be rewarded for their efforts. Bungie should explore a system that exclusively rewards players for clearing content with inexperienced players.
Rewards should be exclusive to these players Commendations should also factor in. Recognize experienced players for being patient and enjoyable.
Bungie needs to find a way to bridge the gap between experienced players and newbies. Bottom lines it's not fun to be a new/returning player getting yelled at on a game for trying to learn the ropes.
I don't expect this to solve all your problems but I still have a reason to play D2 and I'd love to grow in the game and help others. And I doubt I'm alone.
