The second one is true regardless of if any good rolls are available. Sword gets cold steel, that's fun. Pulse rifle gets headstone and the frost armor perk, and some decent pvp combinations Glaciochasm still gets slideshot and reservoir burst, and good pvp perks, probably the best high impact for pvp. None of the others get anything I personally would see as notable, and all have comparable non event options.
