There has been a bug in the game for literally years now dating all the back to the 30th anniversary event where vendors will have their notification thing blinking but there's nothing there to remove it. Happen once I reset my rank with Xur the 2nd time over at the eternity. Currently have it with Ikora and the Drifter and my other characters have the same bug with Nimbus and that ghost on savathuns throne world.
