If you wanted wish ender, why would you delete/discard everything related to its quest?

Step 1 was what created the bug you are experiencing. Not your fault of course. There is a small chance of success but it is very small. With the character that has the Mementos, do the quest steps like normal. Deposit all of the relics, beat all of the enemies and talk to the statue. Talk to Petra and see if the quest becomes available or if the Mementos get charged. Then go back to the Statue with the checkpoint. I'm sorry to say this probably won't work. My only evidence to support that is this has been a bug for a few years now. It did however finally make it to Bungie's known issues. An incredibly drastic option, which may have some unknown consequences and still not work is start a new account with just one character on another platform. Buy only the Forsaken pack. Get the Wish Ender and then cross save that account. I'm not recommending this at all.
