Who said there aren't cheaters? third party device abuse, people intentionally throttling connection, win traders/ghost lobbies, poor connection etc restrictions can also result in the 'thank you action has been taken' pop up sent to people that report. The difference is the type of cheating - you aren't going to be getting people running around with wall hacks/infinite heavy on console but third party devices/network manipulation etc you will.
