There is one way to maybe fix this. First thing, though if you have ever deleted a character with the momentos, then this will not work. Otherwise follow these steps exactly. Complete the quest as far as you can with one character. Take that character to the statue after the ogre. Leave and abandon the Taken Remberence quest. Make sure NO ONE currently has it. Pick up the quest again with another character. Talk to Petra to purify the tokens. Take those tokens to the statue. Either with your first character and a friend to checkpoint swap or play through it again. Extreme option. No idea if this will work, but if the process above fails: Find any other platform to play Destiny on. Download the free version and only buy the Forsaken Pack. Make one character. Skip everything and have a friend take you through the quest and get the bow. Then cross save to that account.

I have this issue as well, and did report it here a few months ago. With some searching, you will find that this softlock has been in the game for quite a long time, people have been reporting it since at least fall of 2023, around the time the quest seems to have been reworked. The main way people say this happens is if you delete the character that was originally holding the Awoken Mementos kinetic weapon slot quest item, you will never be able to reacquire it again. No known workarounds exist. Bungie has briefly listed this issue in their Known Issues during Episode: Revenant, however they removed it from the list despite it not being fixed.
