After doing the rogue network quest, there are three more puzzles. This puzzle is after the second encounter and then after the jumping puzzle. There is a 3-digit number at the bottom. Two 2-digit numbers on either side need to be multiplied together to equal the number on the bottom. Each of the side numbers are added up from four number panels being shot. When I take the operator buff, I shoot four panels to add up the left side 2-digit number. As soon as I've shot those four panels, *all* the panels go immune and I cannot shoot any of them to create the second 2-digit number on the right.
