Honestly? It should only go one of two ways. No heavy in PvP at all. The losing team are the only ones who get heavy. No, its not punishment. It is not rewarding "bad players". They still have to try. If you're on top, you clearly don't need the extra help, so you shouldn't get it. To balance it out more, that's what needs to be done. It allows for competition to be more stable, and actually be a competition.
