Social Networks and Platforms can be linked and unlinked at anytime as stated in the Bungie website settings, however, when attempting to unlink a Twitch account to re-link another Twitch account, I encounter an authentication error.

This could be caused due to the currently linked Twitch account having been deleted several months ago, so the account can't physically be removed from the Destiny 2 account because of the linked Twitch account not being there to authenticate the action, but I also attempted to unlink my friend's currently existing Twitch account from her account settings and she is also met with the same authentication error.
We have attempted to use different browsers, such as Google Chrome, Firefox, and even tried mobile - all met with the same authentication error on both Destiny 2 accounts. Is this an error on Bungie's website coding, or am I doing something wrong? TLDR; unable to unlink already deleted Twitch account from Destiny 2 account due to, "authentication error."

In your case, it throwing an error is intentional. To be able to unlink a social account from a Bungie profile you have to be able to authenticate it by signing into it, this means a deleted Twitch cannot be unlinked. As for your friend, if their Twitch account exists and is throwing the same error - they would want to reach out to Twitch to see if there are any issues on their end with credential validation.
