Target Lock Catalyst for Barrow Dyad

The amount of RNG involved in getting the 2nd best catalyst for a craftable weapon is just insane. I'm genuinely stunned that anyone could possibly have thought this was ok.

You gotta get the secrets before getting the quest only problem with that is people leaving the fireteam.
