Hi there! The requirements for entering a date of birth to access certain game features was a recent implementation. https://help.bungie.net/hc/en-us/articles/24217906958868-Date-of-Birth-Requirements-for-Destiny-2-and-Bungie-Services Is text chat stating it is enabled in the Settings? This should be in the Social section of the Settings tab.
