The only true way to balance pvp is by making everything have the same ttk. The difference in playstyle then becomes range and firerate. Things that shoot faster do less damage to have the same ttk as things that shoot slower but do more damage. Similar to black ops 2. 98% of the guns in that game were viable because they were all "op". There was never really a meta because you could win with anything.
