Tome of want

Found Tome of want to not at all appear for my friend. He is almost level 7 in the new activity and yet still has not gotten the Tome of want. Even his activity rewards are different. Can someone please explain or help ?

Tell them to swap to Path of Resolve using the Taken orb at Eris's Flat then check the Shaping Slab again
