Problem with each of these:
Frost Armor:
31.25%, up to 50% damage resistance, BUT you need to use a Fragment to reach that latter number, AND you need to collect 8 Stasis Shards (barring exotics and stuff ofc) for up to 13 seconds, but it's only 9 at base.
Overshield:
45 HP Overshield with 70% resist to combatants, which I think makes it 150 HP? BUT the rate that it is applied from most things is super slow, AND it usually cost a lot to get it back, to full at least.
Possible Solutions:
Frost Armor:
• Whisper of Rime is no longer required for max stacks, though it still extends the duration, and [has a chance to] double(s) the number of stacks gained from Shards
• Stacks decay over time instead of all being removed at once
Overshield:
• Much faster trickle-on rate with abilities
• Potential slight bump to durability, seeing as it only last 10 seconds (which is fine, but it can also break)
• Otherwise, needs greater accessibility for non-Titans

IMO here is how I would update them. Overshield: I would leave as is: Titan: has a couple of ways to make overshield. Also easiest path to do so. Warlock: has a healing rift and easiest path to make/ activate devour. Hunter: Easiest path with multiple options to go invisible. When invisible they should use that time to heal. Frost Armor: Titan: Maybe add something like Thruster, that replaces barricade but gives Frost Amor. Warlock: Either: add Frost Armor to Frostpulse Aspect or make something like Phenix Dive. Dive to the ground, and freeze nearby enemies and make shards that give you Frost Armor- or something to that effect. Hunter: Maybe make something like: Acrobat’s Dodge: but gives Frost Armor. Shards picked up before Dodge would increase how long Frost Armor lasts.

In my opinion, the biggest issue with Frost Armour is that there's only really one way to reliably get it (the Harvest Aspects), and a ton of the Stasis kit revolves around it, so Bungie has basically removed one of our Aspect slots (at least as far as us being able to choose what we use), because it always has to be taken up by the class's Harvest Aspect. Whisper of Rime is in a similar situation too, where Frost Armour is balanced around Rime, so Rime becomes mandatory too, so I totally agree with making Rime's effect baseline. Rime could then be changed to work more like Spark of Frequency, on Arc, where it doubles the number of Frost Armour stacks you get.
