Being able to use the dodge not near enemies is pointless as most hunter melee build focus on being surrounded by enemies. Additionally most hunter melee abilities are pointless to use at range.
This is the equivalent of making warlock rifts not provide overshield unless the health stat is at 70.

Yeah, it really is the inconsistency across all the base class abilities that sticks out for me Marksman's Dodge isn't going to reload a variable amount based on my Weapon stat Barricades aren't going to be tougher or weaker depending on your Health stat A Rift won't provide more healing or damage based on the stats you invest into As far as I've seen, this is a Gambler's Dodge exclusive
