I have two different mindsets here. (I play all 3 classes evenly)
1. Devour is the identity of warlocks so nerf it for hunter/titan fine but void warlock IS devour. Nerfing it for warlock seemed like an odd choice to me.
2. If everything else in the game is tied to a stat now why isn’t the health gained from devour tied to the health stat?
That would make the most sense? I run 100 recov and 100 resil on some of my triple 100 warlock builds so going out of your way to having 100 in health should get you the full devour effect.
Like gamblers dodge to get a full refund you need 70 in melee and decent class regen so you’re building into that. Building into health should grant you health effects.

Devour on Hunter only heals for 100 hp, You'll be fine with Devour healing for 140 hp on Warlock
