Hello, a while ago I had purchased the Destiny 2 Lightfall DLC, I stopped playing for a while cause I didn’t have an Xbox to play it on. I get a new Xbox finally after a year and some months to re download it and it is saying that I never purchased the Lightfall DLC.
I have tried all the troubleshooting to see if I can’t find why it is telling me I need to buy it again. I would really like to have my Strand back in the game. Please help.

If you bought it on Xbox, contact Microsoft. They'll review your purchase history & restore the license.

Just to check, you did own it on Xbox and not Steam (I can see you have a Steam account linked)? if you did and as you say the the troubleshooting steps didn't help, then you'll want to contact Microsoft.
