I understand that you want to push the health stat but only 15 healing for using an entire mod slot is crazy. It will be entirely unnoticeable and just a waste of a slot.
Could you think of increasing the amount to somewhere around 30. This still gives the health stat a good reason to exist but also gives you worth for building into it.

Honestly, I thought they were going to get rid of the mod completely. This to me is a win. The Health stat is not really something we can afford to put stats into but we need as much benefit as we can get from it. This takes away some of that. The Health stat will give .7 HP back on orb pick up for every stat point you put into Health. This caps at 70 HP at 100-200 stat. With Masterworked armor, you will have a minimum of 25 Health stat. That will give 18 HP on orb pickup +15 for Recuperation for 33. If that is not enough, put some more stats into or consider using a Font Mod. Of course the Font will only work when you have armor charges.
