I understand that you want to push the health stat but only 15 healing for using an entire mod slot is crazy. It will be entirely unnoticeable and just a waste of a slot.
Could you think of increasing the amount to somewhere around 30. This still gives the health stat a good reason to exist but also gives you worth for building into it.

I love how every week we learn something new and go "Why are we nerfing this important piece of build crafting?" then someone goes "Well if you build into it you'll get the old effects!" and now there's like 4 of these. So we need to build into 4 stats to get our old effects. Which if I remember we can only build into 2 with the rest being kinda lost especially when armor will have types preventing certain combinations. We're getting hit in a bunch of spots and told we can get it back if we build into a specific stat but then told we need all of them to get to our previous level of power.
