Cross save is not letting me continue

Most people are aware of cross save being twitchy and buggy, but it appears most people can fix it by simply going into incognito or changing browsers. I can link my accounts just fine, but the problem is authentication. The account that I'm signed in on is always authenticated, I'm trying to go from my old laggy Xbox One to my pc on steam. I have tried doing this on 2 phones 4 different browsers on pc and the 2 phones I tried doing it on my Wi-Fi and on my phones service, and It's still not working I just get a gray continue button and all accounts are authenticated I paid for dlcs on 3 platforms and I would like to play on the same characters. Also, I've never logged into the other phone before, and I don't know, what do I do now?

    If you're getting a gray continue button, that implies that you've not authenticated to each game platform on your account, or that one of your accounts has a note of something that needs resolved. Do you have any gaming platform accounts other than Steam and Xbox linked to your Bungie.net profile? Can you share a screenshot through the use of an external image hosting service of what you see when you're attempting to move on to the next step?
