Second Chance bug.
The Titan Exotic Second Chance is not applying the weaken debuff while in Transcendence.
Attached clip shows the weaken effect applying to one enemy when not in Transcendence, and then not applying while in Transcendence.
Apparently, this has been a bug since the launch of The Final Shape
