Because if Bungie keeps level resetting and each expansion we go from high level back to 10 then your losing money each expansion or yearly release, but of course it's your money.

I would check before doing that as i believe its just the campaign skip not the rewards for completing it If they gave out the exotics with campaign skip people could complain thats pay to win

Assuming you’re already completed the Legend Forged Triumph, you should be able to get the new Exotics on your alternate characters by running the Sieve Activity. (΄◉◞౪◟◉｀)
