Completing portal activities with a Famine modifier active does not complete the “Famine Challenge Modifiers”. I complete 2 solo ops with Special Ammo Famine active and it has not completed. There is however one objective under rank 9 (which I cannot see yet) that is complete, not sure if that’s related
