Avant garde
Granting bonuses for using new gear is fine. Locking us out of content because our build isn’t what you want us to use isn’t. Make Avant garde optional especially on conquest runs.

Yeah that's why I invested a lot of time to get new gear tier 3 and higher where it has the ideal stats that I want that I use whenever I have to do with this modifier and then I have a second load of stuff that I prefer to use but still a tier loadout.
