I got an Upgrade Module from Xur’s Strange Gift choice. What’s up with that? Shall I expect occasional useless things? Is that the way of the Nine?

They can still be dismantled for glimmer and enhancement cores. Bungie did mention they would still be awarded from legacy sources when the change to infusion was announced.
