Unable to Setup Cross Save
I attached a screenshot. I want to open a ticket for Bungie but can't figure out how.
I have tried from different computers, browsers, and more. All the same problem.
I contacted Steam Support, and they weren't able to help me. They said it's a Bungie Issue.
All I want is to move my characters from Steam to console. (Set up Cross Save)

It brings up the authentication page in your screenshot. After you click 'sign in', what happens? There is no ticket category for platform account issues, this forum is the correct place for it. Edit: Post-reply thoughts: if you're saying there's an existing Steam account with characters, then that Steam account will probably have its own Bungie Account already. However you're posting here from a console account which also has an attached Bungie Account. As of March 2025 it is no longer possible to unlink platform accounts from existing Bungie Accounts. Therefore if you're trying to link some Steam characters to this XBox account, that will likely fail because it would require the (no longer possible) unlinking of the Steam account from its original Bungie Account. Please confirm the error message you receive.
