No, swapping internet connection type/provider/whatever isn't an issue. The issues come if you start doing dodgy things with it like trying to manipulate your connection (throttling, blocking IPs etc), manipulate your matchmaking, use a vpn to match specific regions, or in some cases use router provided services to block specific regions/IP addresses as that would fall under network manipulation. Play normally within the rules and you're fine.
