Level 4-5 Weapons + Armor has worse stats than level 3
I am not getting good stats on level 4-5, RNG probably since others are.
Never did understand why some players are favored over others.
Segregation is not okay in any environment but that's what RNG does.
Thats my 5-year observation.

Don't compare masterworked armor to unmasterworked new drops without accounting for the extra 15-20 stat points for masterwork and mods.
