I am not getting good stats on level 4-5, RNG probably since others are.
Never did understand why some players are favored over others.
Segregation is not okay in any environment but that's what RNG does.
Thats my 5-year observation.

With full Masterwork (+5 to the three lowest Stats), a 10 point Stat Mod and Balanced Tuning (+1 to the three lowest Stats) selected a Tier 5 Armor piece will provide a combined Stat package of 103 points*. [b]Tier 3[/b] Armor drops with a Stat package that ranges from 64 to 69 points, with the standard 10 Energy and no Tuning Mod slot. With full Masterwork and a 10 point Stat Mod the [i]maximum[/i] Stat package that can be obtained with a Tier 3 Armor piece is 94 points*. RNG will of course play a role in determining an Armor piece’s Archetype and Tertiary Stats regardless of the Tier, and a specific Stat distribution on a lower Tier Armor piece may be better for your current build than a [b]different[/b] distribution on a Tier 5. That said, if you put a Tier 3 and Tier 5 side by side each with the same Archetype, Tertiary Stat, Armor Set Bonus, Masterwork level and Mod selection (setting aside the Tuning slot), the Tier 5 will always be the superior item. [i]* Note that there is currently an issue with how the App calculates and displays Armor Stats, double-counting the bonuses provided by Masterworking and Balanced Tuning which can create a “phantom bonus” of between 5 and 15 points on Tier 1-4 Armor and as much as 18 points on Tier 5.
