Here is my logic:
The other classes have plenty of weapon specific exotics. Hunters have exotics for sidearms, glaives, hand cannons, and bows - 2 of which directly buff damage practically for free. Titans have exotics for shotguns, smgs, auto rifles and machine guns, swords, as well as rocket and grenade launches as well as rocket-assisted frames (if I'm not mistake) - 3 (I think) of which buff damage practically for free.
Warlocks have an exotic which reloads trace rifle (which suck right now), and [i]technically[/i] have an exotic for fusions, but it's almost exclusively used for air-dodge reloads - neither of which really buff damage (again, the fusion one [i]technically[/i] gives you radiant, but it's situational outside of Vex Mythoclast, and it requires a kill to proc - no one uses it for the radiant).
An exotic that buffs scout rifles in some way [i]in addition to[/i] giving them a damage increase on succesive hits would give warlocks something equivilant to titans and hunters, and it would match up with Destiny 1's class specific weapons. Hunters with hand cannons and Lucky Pants (Ace of Spades), Titans with Auto Rifles and Actium War Rig (Fabian Strategy), and Warlocks with scout rifles (Tlaloc).
Just feel like it would make sense, although I am admittedly biased because of my love for scout rifles.

I've been saying this for years. Bungie would never give warlocks something useful, but nevertheless it has my vote
