Tier 5 loot after hitting 450

I reached power level 450 and activated the thingy on Keplar that says it adds +2 to tier drops on Keplar. Played several solo ops missions with an A score on Keplar and only received tier 4 drops. What am I doing wrong?

Run around Kepler itself. That will give you t5. Not missions that happen to be on Kepler
