Pretty self explanatory. I thought it would change with level but now I am 412 and still getting 60-63 stat rolls on exotics. Is there a way around this?

Next year they will probably base content around chasing a newer updated version of your exotic armour. Probably have enhanced exotic perks. It'll be just enough to softset all your old pieces. Grinding is content.
-
Because your gear is not high enough level to earn good stats on exotic gear. You can get an exotic T1 drop, did on like day 2. I though super and exotic and it had like 58 total stat points. OHH BOY!
-
Because they're gonna add it later, like half the other features that should have been in at the launch.
-
To make sure they don't over deliver
-
In a year, they will. I wish that was a joke.

Is there a way around this?
They have a ton of bugs to fix, we are in a month and they are still fixing bugs, they cant handle letting folks build and play as they want They can only handle fixing anything that the player base has discovered that will A)make it more enjoyable B)speed up the loop of grinding and C)benefits the community in any way possible

Bungie haven't set up Exotic amour tier
-
Nope. And its not a bug either. If you go back and look at one of the earlier TWID's prior to Edge Of Fates launch, they said that all New Exotic drops will be locked to ~T2 equivalent stats which are capped at 64 max. Not the 100-103 max that T5 can hit.
-
Because Bungie thought it would be a great idea to lock exotics at T2. They're lazy like that.
-
Because they reaallllly want you to use the new gear unfortunately

Is there a way around this?
Cause they have plans next year for exotic armor stats. Yeah, a bit dumb to wait that long. Especially considering the old cap was 67, which is higher than it is now. Edit: cap was 68 not counting bonus stats.
-
If they had the default +2 in the empty stats they'd be 69 which was the max for exotics before. My exotics have a range of 58-63 so the amount didn't really change, only how they're distributed. A guaranteed 3 stat types used is better than a jack of all trades piece. Just need to fix the ghost mods.

Unfortunately you just gotta use weapons that do extra things. Like Dragons breath torching the entire area. The initial impact doesn't do much half the time but the dot damage is great
-
Because the exotics in the new system don't have boosted stats like T4/5. Bungie said they'll look into adding ways to bump them in the future. Don't hold your breath though
