There is a severe issue with the loot system in the new Portal activities. The current system seems to penalize players for challenging themselves with a lower Power Level, which is contrary to the core reward loop of the game.
**Problem Description:**
When entering an activity (e.g., with enemies at Power Level 400), the loot quality appears to be directly tied to the player's current average Power Level, rather than the difficulty of the encounter.
As shown in the attached images:
* **Image 1 (Top):** My character has an average Power Level of 382. When attempting the PL 400 activity, the loot quality indicator is high (green circle).
* **Image 2 (Bottom):** I deliberately lowered my average Power Level to 359 by equipping lower-level gear. When attempting the same PL 400 activity, the loot quality indicator drops significantly (red circle), suggesting that I will receive worse rewards despite the activity being significantly more challenging for me.
This behavior is illogical and counterintuitive. Players who deliberately challenge themselves by using lower-level gear to increase the difficulty should be rewarded for their effort, not penalized with reduced loot quality.
**Expected Behavior:**
Loot rewards should be based on the difference between the activity's Power Level and the player's Power Level. A larger difference (e.g., PL 359 vs. PL 400) should result in higher-quality rewards, or at the very least, rewards equal to those obtained at a smaller difference (e.g., PL 382 vs. PL 400).
