Your highest single piece of gearis 404 or your account power is 404. sounds to me like your account power is only 402. If this is the case - your pinnacle/zavala/event pinnacle drop will be 405. You can no longer level the same way as you did from 100-400. When Ash and Iron releases you'll be able to continue leveling to 500 the 'normal' way.

Shouldn't my drops be higher?[/quote] Is 404 your highest with all gear equipped, the highest any of your characters can reach, or is it the highest in a specific slot? 400-450 isn't done by simply getting the reward tier engrams, those at that point are for bringing up slots that are lower than your account power, dismantling for cores, or for farming things like weapon/armor rolls. You get higher than account power drops from Prime Engrams which have a low drop rate and are given as activity completion rewards. The prime engrams are +3s but do not have slot protection so you could get multiple energy weapons in a row. Zavala offers 3 pieces of +3 gear each week. If you're getting the required score (and it shows at the end of the activity) for the Tier 4 but still getting the Tier 3 drop from the chest, you'll want to grab a clip of that and add it to your post so BNGHelp can take a look.
