Can't access Kepler

I have the DLC and now I can't start the next mission. (9 of 31) Says I am "Unable to launch the selected quest at this time. Any idea what is going on?

If you are on console you could try to reset your licenses and just restore them because I had a similar issue with elder scrolls and destiny 1
