The error code: ErrorCannotAuthorize
I'm trying to disable Cross save to do a different steam account but every time I log into steam to authenticate it I get
Authentication Error
There has been an error. Please try again later.
I did have this problem a year ago but it randomly stopped and I don't know how to fix it. I want to do it as soon as possible since the 90 day wait but error prevents it.

You cannot swap the linked Steam accounts due to the March 25th linking change which made all platform account links (except Twitch) permanent. You will only be able to use the currently linked Steam account if you want to access your characters/gear from Xbox while on Steam. There are no workarounds and Bungie will not unlink the account.
