Yup I don't think they really care either or they are purposely putting stutter on accounts they don't want to play the game because of X reason or another. 2 months ago they responded to someones post saying that they were investigating it and haven't given an update since. There is no fix for this only bungie can fix it but if you want to be in placebo land turn off vsync, gsync/vrr, disable fullscreen optimizations in the game exe properties, turn off windows games optimizations in windows graphics settings, play at 60hz instead of your monitors refresh rate, turn off reflex low latency mode, use display driver uninstaller to wipe graphics drivers and then reinstall 566.03 nvidia graphics drivers after restarting pc. These are all various things people say "fixed" their stuttering but im 99% sure they're just in placebo land like I said.
