Exotic stats are weak

I agree, they should drop with high stats. However, Bungie limited exotic armor drops to tier 2 and announced they were looking to rework exotic armor to match the new tier system some time in the future but weren't sure how exactly at the time. (Doesn't sound less dumb if I repeat it ;) )
