As for the part I highlighted in your post, I’m not entirely sure whether you’re speaking about Legendary Weapons or Exotic, but if it’s the latter I don’t think you have anything to worry about; to the best of my knowledge the devs have never mentioned any plans to bring even base Tier functionality to Exotic Weapons despite many opportunities to do so when publicly discussing plans to allow for the upgrading of Exotic Armors and Legendary Weapons.
