In my experience "cheating" is what your partner decides is cheating. Not what you think, not what other people think, what your partner thinks. If they think that looking at other people is a form of cheating, then it is. If they consider fantasy, fapping, or lusting to be unfaithful, then you have to either change their mind, comply with their definition, or get ready for when you cross their line.
