something what can fit a standard 1/8th inch headphone jack, be noise cancelling and surround sound "around the ear" style earmuffs

I would strongly recommend against getting a surround sound headset for any purposes. In fact, an open back set of cans can actually reproduce spacial differences much much better than surround sound headphones.

A price range would be a good start. If you need a 16ft cable, you will probably need an extension because not many headphones will come with that, in which case just use a cheap extension. Some people claim the quality of the wires matters, the only real things that's important is how strong the wires are connected to the jack piece, and that's just for durability reasons. You could use a coat hanger for wires and wouldn't hear a difference in sound quality. So don't worry about getting an expensive cable.

"Surround sound" headphones are a rip off. It's not exactly surround sound if their all just next to your freaking ear. Plus the actual drivers will be awful because there's bloody 6 of them.
