The city may need to be defended by someone but why would there be 5 different factions? Whoever takes control of the city has to defend it from incoming alien forces. That way it's like a 6-way battle. The 5 factions battling it out for the city, the aliens trying to invade the city and the Traveler helping with general defense for the city.
