Cortana is wearing "pants" in Halo 4. Form fitting, but still. So in that sense Halo 4 is her most tame appearance.
Her least-clothed iteration was HCE, where her ass was exposed.

I know we can't blame Lorraine! She made her view on this matter quite clear with Konoko. And I (yes, even a breast-addled male like myself) see the validity, practicality and reasonableness of her position. I will say however, that buxom heroines is not solely limited to targeting just male audiences. One look at the romantic fiction section of any bookstore (and the cover-art therein) tells me that women are also (for similar or different reasons, I do no pretend to know) drawn to cleavage and the curves of a woman's torso.
