A lot of people wear cloaks in a desert environment.....in this case chief was probably wearing the cloak to protect his already damaged gear from Further wear, if you look closely his visor is even cracked. With this being said chief has every reason to be wearing that....it's not like he's wearing a cloak on the moon where there is not any wind or sand blowing with a wind gust which can potentially rip off skin. Get some education in your brain before making completely arrogant and ignorant post.
