It was actually never there to be taken out.
It was their April Fool's day joke. The whole thing was just made up silliness.
And we all keep talking about him just to continue to be silly is all.
Although it would be absolutely hilarious if Tiger Man turned out to NOT be an April Fools day prank after all, but what Bungie employees appeared as in-game.
