The four reportedly confessed to the incidents and police said they bought the bomb materials at a Walmart, according to Fox 13 News, but no motive has been revealed.
Stone told police that the group was “pranking” with fireworks, and a search of his vehicle’s trunk uncovered remnants of a case of water bottles matching the ones that were exploded, aluminum foil and toilet bowl cleaner, jail records say.

To be fair, I don't think they realized the danger in what they were doing. These aren't like pipe bombs or incendiary bombs. The reaction between the aluminum and the hydrochloric acid in the toilet bowl clear heats up gas in the bottle, causing it to expand and explode loudly. The real danger is that when the bottle explodes, that there still may be hydrochloric acid and other hot liquids present that could burn anyone that they splashed on when the bottle explodes. I doubt it was terrorism or even intentionally done to hurt people. Far more likely the kids were completely ignorant of what the chemicals were or what they were doing and found the reactions to the loud bang funny. My guess is they saw it on youtube and repeated, completely unaware that the acid inside the bottle is dangerous.
